With the Observer IV Coastal Monitoring & Surveillance Camera system, port authorities, coastal property owners
& marine facilities personnel can visually monitor or provide surveillance on a continuous basis of remote
sections of coastal areas or coastlines, a lighthouse and other marine facility, up to 40 miles out to sea in
most cases. Observer IV utilizes a wireless cellular service that covers extended areas off shore.
Observer can be operated in both day and night, with night vision low light infrared capability. Our GPRS GSM
wireless mobile coastal surveillance camera allows personnel to go to any computer in the world with an Internet
connection and view near real-time digital pictures or images on their browser, ask for a picture or image to be
taken at that time, or schedule pictures to be taken at any desired time interval. Installation is simple.
All that is required is to mount the camera in a location suitable for acquiring the pictures or images required.

Smuggling & Illegal Coastal Immigration Monitoring & Surveillance - Transmit
Digital Camera Pictures or Images
Coastal areas prone to drug or other smuggling activities and illegal immigration can be monitored by remotely
located personnel using the Observer IV wireless GPRS camera system, as long as these areas have GPRS cellular
coverage. This can provide an added layer of surveillance and security and assist in the identification and
prevention of these illegal smuggling & immigration activities. Remotely located personnel can see near
real-time images of what is occuring at coastal locations or out at sea, and potentially capture images of the
persons and boats involved. Current weather and water conditions at coastal locations can be monitored as well.
Pictures or images from Observer can easily be shared with any personnel and the public for their viewing of
current activity and operations along the coast or even current weather conditions from any Internet device.

Monitor Coastal Maritime Operations & Work Progress - Transmit Pictures
With Observer IV, maritime management personnel can continuously monitor work progress, such as the size of a
coastal dredge piling throughout the day or dock construction project. Management can monitor worker's compliance
with federal and state government workplace regulations. Worker safety can be monitored and potentially hazardous
work conditions can be detected and then rectified. Maritime operations personnel can also be alerted when a
security breach or illegal trespass at any remote or unsecured area has occured. Monitoring and surveillance of
remote areas can occur, as long as these areas are located within cellular coverage areas.
The Observer coastal surveillance camera system can be automatically triggered to take pictures by external
events from motion detectors, infrared heat sensors, or many other types of remote event triggers and sensors.
The camera system can be set to automatically take pictures at specific intervals of time, for example, once
every 5, 15, 30 or 60 minutes. This provides a time-lapse effect when viewing work activity over the course of
several hours or each day. Breaches to security or secure areas can be identified and tracked as well.

Mobile or Temporary Surveillance - Monitor Search & Rescue Operations or
Vulnerable Fishery Operations
Observer IV is easily moved as the visual monitoring and surveillance requirements for any particular maritime
operation changes or target surveillance areas change. The camera system can be used for temporary or short-term
operations or maritime surveillance needs. For example, Observer camera systems could be taken along by search &
rescue personnel to transmit near real-time images of search & rescue operations back to mangement personnel or
even the public. A group of Observer camera systems could be moved into position on a temporary basis around a
fishery to provide an added layer of surveillance. A group of Observers could be moved into coastal locations
with suspected high levels of smuggling or illegal immigration activity, then moved again when other areas become
more active. Observer can provide continuous, round-the-clock surveillance and monitoring during some particular
event.

Viewing Pictures or Images using Your Computer
There are many ways
to view pictures after Observer IV has automatically uploaded them to
an FTP server. Included with Observer IV is FTP client software that
automatically checks the FTP server for new pictures from up to four
cameras simultaneously at user selected time intervals.

A browser, like the one your using now, may also be used to view pictures.
For instance, just type "ftp://www.colorado-video.com/incoming/" into your browser's address bar to see a list of files on Colorado Video's FTP server.
Click on a ".jpg" to view it.
If you're using the Opera browser, you can set it to automatically update the picture periodically.
Simply click "Navigation" then "Reload Every" and then select your desired update time interval.
Opera has a great feature here because it can be used to update any web page automatically at any time interval you desire.
